What We Do
School Staffing
The Center for Partnership Services (CFPS) works with schools to provide school support staff on a contractual basis. We strive to provide highly trained school-based staff to support the growth of students with disabilities by skillfully providing assistance while fostering independence and inclusion. CFPS believes the role of support staff is not only to assist learners but also to promote their independence, with the ultimate goal of fading support completely.
To achieve this goal, we provide school districts with staff who are specifically trained to support their assigned students.

CFPS provides and supports qualified substitute teachers for hard-to-fill positions. Our management team will provide as much support as necessary to ensure that the students in the classroom are properly engaged, supported, and learning.

CFPS provides highly trained paraprofessionals whose goal is to fade close adult support and ensure students are working as independently as possible—as soon as possible. Students with disabilities who need paraprofessional support, unless the disability is extremely severe, should have the goal of building independence skills to be able to function independently as soon as possible.
Through our partnership with NJCIE, we offer significant training and support to our paraprofessionals because we believe the vast majority of students who receive paraprofessional support can be independent learners.

Whether you need to partner with us to provide all of the teachers for your ESY program or just supplement your existing staff, we can help. Our reach across the state offers us the flexibility to recruit qualified staff from surrounding areas, both simplifying and streamlining your work and allowing you to offload the management work to us.
Since our agreements are non-exclusive and non-binding past the end date, Districts are free to hire the contracted staff directly after the contract period ends. Districts have found contracted ESY teachers to be an important and easy recruitment approach that allows for extended observation of the teacher’s instructional and classroom management practices, student engagement, and work habits.

CFPS provides on-demand virtual special education directors for charter and private schools.
Why We Do It
Through the New Jersey Coalition for Inclusive Education (NJCIE), we’ve seen a constant and ongoing need for better prepared, more skilled support staff. We also do not see students being supported to reach independent function; rather, students appear to be taught to rely on adults for ongoing support—this is not fostering independence or supporting inclusion.
We believe the majority of paraprofessional support should be delivered with the goal of fading services as students acquire the skills to participate more independently. Additionally, the goal of ABA services should be delivered with the goal of learners successfully acquiring skills and knowledge in the general education classroom with their same-age peers. This often is most effective when the behavior technician has knowledge about providing ABA services in inclusive settings and is under the supervision of a BCBA with experience programming for inclusive settings.
